Selectmen’s Report September 30, 2012

Hello Everyone,

Well, there goes September. As the cooler weather descends upon us, we begin to think of wood piles and weather stripping and leaf raking. Your Select Board’s thinking about Town Budget Development and Warrant Articles for 2013, and preparing our Town Report for 2012. We hope to have as much of this work as possible completed by the end of this year. We are scheduling our activities accordingly.

Projects that we have initiated that may have an impact on our proposed budget include a study of the safety of our Granite Lake Boat Launch Ramp, continuation of our traffic volume and speed studies, and increased support for our Nelson Fire and Rescue Department.

A subject of study that has the potential for saving us money is the possibility of having our Town employees, those who participate in our Health Insurance Program, become members of the SAU 29 Health Insurance Pool. The rates for purchasing health insurance from the SAU 29 member pool are presently lower than those for the municipal employees pool of which we are now members. The health insurance coverage that we offer to our employees would not change.

Chief Rick Lothrop has reported to me that there are approximately 20 people taking the First Responder Training that he has organized for us. Nine of those 20 are preparing to serve on our Nelson Fire and Rescue Department. The first three sessions of the training have been completed and, to the best of my count, there are eleven sessions to go until exam day on December 1. The commitment of time and effort made by the folks who are participating in this training is considerable and certainly deserves our appreciation and support.

I believe that the last coat of paint was applied in our Town Offices yesterday. We’d hoped to have our remodeling work there completed by the end of this month and as far as I can tell, it was. Edie and our contractor will conduct a final check to make sure that all is satisfactory on this coming Tuesday. We’re planning to celebrate the completion of this work in a few weeks.

There are a couple more projects, on which we are working, that I’d like to report today. We are developing a request for proposal for assessing companies for contracting assessing services for the Town for the period of 2013 to 2016.(click to download a pdf of this proposal). Also, we are beginning to consider possible increases in the asset limits for people to be eligible for the Elderly Tax Exemption and for increasing the amounts of the exemption that can be given. Joanne Tramontozie, our property tax adviser from the NH DRA will be meeting with us at our Select Board meeting this Wednesday evening to discuss with us the content of our request for proposal for an assessing company, the proper application of cyclical revaluations, and the particulars related to making changes in our tax exemptions for folks with low incomes who are 65 years of age or older. Many of you may be interested in learning more about how our property tax system works. Attending our meeting this Wednesday could be a good opportunity to do that.

That’s all for now.

Wishing everyone a lovely Fall season in Nelson,
